A label, not a lock
A watermark tells a reader what they are holding. It does not stop them doing anything with it.
Say something useful
DRAFT, or the name of the person it was sent to, or the date. A watermark that says CONFIDENTIAL on every document tells nobody anything.
Keep it light enough to read through
A watermark dark enough to be obvious is usually dark enough to make the text under it hard to read.
Diagonal survives a photocopy better than horizontal
It crosses the lines of type rather than sitting between them.
Watermark the copy, keep a clean original
You will want the clean one again.
Where this is the wrong tool. A watermark is drawn on the page and can be removed by somebody determined enough. It marks a copy so an old version is not mistaken for a current one. It is not protection.

Questions
Does a watermark protect the document?
No, and anyone telling you otherwise is selling something. Anything drawn onto a page can be taken off again by whoever can open the file. A watermark makes a leak traceable and stops an old draft being mistaken for the final version. It is not a reason it is safe to send something.
Will it cover the text?
Light is the default for that reason: it sits behind the reading without fighting it. Medium and heavy are there when being unmissable matters more.
Why is the size different on different pages?
It is sized to each page rather than fixed. The same setting that suits A4 would run off the edge of a receipt and vanish on a poster.
Is my file uploaded?
No. The stamping happens in this page.
