Questions
It says my PDF has no form fields.
Then it has none. A form you can type into has real fields inside the file; a scan of a form is a picture, and the boxes on it are printed lines with nothing behind them. Neither this nor any other tool can find fields that are not there. Use Edit PDF to put your own text on top instead.
Should I lock the answers in?
If you are sending the form to somebody, yes. Left unlocked, the answers live in the form layer, which means some printers and some phone viewers show the page blank and anybody can edit what you wrote. Locking draws the answers into the page itself. It cannot be undone, so keep your original.
Can it sign the form?
No, and it does not pretend to. A signature field wants a certificate, which is a different job with different rules, and a picture of a signature dropped into the box is not the same thing. Fields of that kind are skipped and the page says how many were.
Does the form leave my device?
No. Reading the fields and writing the answers both happen in this tab, in the same library the flatten tool uses. Nothing is uploaded and nothing is kept.
