How to merge a PDF and JPG images into one PDF

Turn the JPGs into a PDF first with an image to PDF tool, then merge that PDF with your other PDFs in the order you want. It takes two steps, and the pages from the original PDFs are copied rather than redrawn, so their text stays sharp and selectable.

Merge PDF joins the files in the order you set, copying pages rather than redrawing them. Merge PDF

Merging photos and PDFs

  1. Open JPG to PDF and add your photos.
  2. Put them in order and export them as one PDF.
  3. Open Merge PDF and add that PDF along with your other PDFs.
  4. Drag the files into the order the final document should follow.
  5. Merge and download the result.

Why it takes two steps

A merge tool joins PDFs page for page, copying each page exactly as it was. A photograph is not a PDF page yet, so it has to become one first. Doing that in a separate step also lets you choose the page size and margins for the photos, rather than getting whatever a merge tool would guess.

Getting the order right

Plan the final order before you start: cover letter, form, then evidence photos is the usual shape. Put the photos in their own order in the first step, then place that whole block where it belongs in the second.

Keeping the size down

Photos are almost always the heavy part. If the merged file is too large to upload or email, run it through Compress PDF afterwards, or shrink the photos before the first step. The pages that came from the original PDFs will keep their text either way if you use Keep text selectable.

Photos of documents

If the JPGs are photographs of paper documents, use PDF Scanner instead of JPG to PDF for the first step. It finds the edges of the page and straightens it, so the photographed pages look like scans next to the PDF pages.

Questions people ask next

Can I merge a PDF and a JPG directly?

Not in one step here. Convert the JPG to a PDF first, then merge. It takes a minute and gives you control over the photo pages.

Will the text in my PDF stay selectable?

Yes. Merging copies the pages as they are, so text, links and fonts survive.

Can I add PNG screenshots as well?

Yes. PNG to PDF works for the first step in exactly the same way.

Are my files uploaded?

No. Both steps run in your browser.
